When it rains out.. litter and other various debris left forgotten to the ground can become gelatinous, if the material's decay rate is relatively quick. A piece of paper in a hard rain doesn't really stand a chance. It may not become one with the earth again entirely due to one rain fall, however, the physical state is never the less changed. This goes for picked fruits and vegetables, deceased animals, and other various organic matter.

It could have either been a banana peel with hair stuck to it, or something else. The mass wasn't that big. If rolled up into a ball the diameter couldn't have been any larger than three inches. The hair was a brownish color. Kinda grey at parts.
These observations couldn't have taken more than a few seconds. From the time originally spotted (about ten feet ago) to a briskly paced passer by.

Announcer: "Now, we have all come to understand there is wide range of accomplishments you you have accomplished, but I think though the 'hot topic' (finger quotation movement) on everybody's mind is: 'What has this guy accomplished, exactally?'.. you ass hole."
(audience claps)(camera pans right)
Mernan: "......."(camera zooms in. Mernan's face reveals a somber ..a long five second pause)
(audience roars)(camera pans to the left)
Announcer: "Wow.. I'm blown away! Shocked! Stunned, even! And not a word..."
